Part of our California permit test guide

Short answer: A flashing yellow light means slow down and watch for traffic. You do not have to stop. A solid yellow means red is coming, so stop if you can do it safely. A flashing red means stop completely, then go when it is clear.

This guide follows the California Driver's Handbook (2025 edition). Rules differ by state, so confirm in your own handbook.

The solid yellow decision

New drivers often freeze at a yellow. Ask one question:

  1. Can I stop safely? If yes, stop.
  2. If not, go through carefully.

Yellow warns you that red is next. It is not a cue to speed up.

Easy ones to mix up

  • Flashing red works like a stop sign. Full stop first.
  • Flashing yellow is only a warning. Slow down and look, no stop.
  • A flashing yellow arrow means turn after yielding. The handbook describes it for left turns.

FAQ

What does a flashing yellow light mean?

Slow down and be ready for traffic or people crossing. You may keep going if it is safe.

Do I have to stop at a flashing yellow light?

No. It is a warning, not a stop.

What does a flashing red light mean?

Stop fully, just as at a stop sign, and go once the way is clear.

What if the traffic light is out?

Treat the intersection as a stop sign in every direction. Stop, then go when it is safe.
